80 percent are under the age of four.

The bi-partisan Protect Our Kids Act (H.R. 6655, S. 1984) was recently introduced by Senator John Kerry (D-MA) and Senator Susan Collins (R-ME), and Ranking House Member Lloyd Doggett (D-TX).  It would create a National Commission charged with developing a strategy to prevent child abuse deaths.
